I couldn't find the clip on YouTube, but after the Russians retreated from Kherson, the news presenter just straight up said that he couldn't say what had happened, because if he said they were correct to leave the city, then he was being defeatist and contradicting the the Russian constitution, as according to Russian law, the southern parts of Ukraine are now officially part of Russia after the annexation paperwork Putin signed on live TV, and would be given 10 years in prison; but if he said it was the wrong thing to do, he would be given 10 years in prison for discrediting the Russian army and their actions in Ukraine.
It's just another one of those bullshit laws so that they can arrest anyone, at anytime, for anything.
Also incredibly handy if you wanted to, say, mobilise a whole bunch of people without officially mobilising anyone. After all, who cares if criminals get forcibly sent to the front?
