Maybe, but I don't really feel like it was ever worth it for Russia to develop new subs. Culling their fleet in the early 90s would have allowed them to better maintain their Soviet era boats, and by the time our alternate history reaches the modern day they could be partnering with China to develop replacements, or getting India to help bankroll them, which would be a much easier sell when there's a chance they might actually be built on schedule.
