What issue(s) in particular? It's impossible that all the different classes of soviet equipment , ranging from anti-tank rifles to self-propelled guns and fighter planes, had the exact same problem
However, there is plenty of evidence for the effectiveness of Soviet kit, most notably that the ussr won and that the ussr killed like 80% of nazis killed (too lazy to look up the exact figure rn)
