Of course you don't reload out in the open, and especially don't stick around if you're currently in the open, but if you're in a close quarters fighting situation and you find yourself having to reload, even when you're behind cover, you want to do that reload as fast and as competently as possible, because you don't know what kind of time you're gonna have.
That's also why a good and fast reload should be drilled into your brain so that you can always do it when needed, regardless of exact combat conditions.
