China's 3-engine prototype is probably a good example. They want new systems and weapons, but their engines are basically Russia-tier and don't power the plane so good, even with two of them they likely can't get what they need for the equipment they want to put on the plane. Maybe that's the reason they keep dropping new testbed planes, they're trying to figure out a good configuration of equipment/engine/weapons-systems and a chassis to carry all of them.
