So which one is it?

The US would know about a nuclear explosion because their GPS satellites have Bhangmeters. Russia has their own copy of the GPS, and I assume they'd have added Bhangmeters as well because these are very simple devices.

If Toropets was nuclear, than both sides know nuclear weapons were used at a tactical level. That raises a few questions :

Why didn't Russia strike back with nuclear weapons? If the strike was nuclear they can prove it and Toropets is in Russia according to Russia, so a counter strike is justified.

Why didn't Ukraine strike a strategic target instead? Russian military leadership seems easily replaced, if I was Zelensky and I had a nuke I'd destroy Moscow.
