Technically yes, practically no.
A keyholing bullet will cause more tissue damage but the inaccuracy also means that you lose out on shot placement. Since a conventionally flying bullet is already lethal there's not much benefit. Armor absolutely kills keyholing as a sideways impact disperses the impact and negates any penetration aids.
