They aren't. Some genius writers (Kafka, for example) write simple and direct sentences that flow smoothly and immediately make their meaning understood. Other genius writers (Faulkner, for example) use digressions, tangents, run-on sentences, archaic and heightened poetic language, obtuse references, unreliable or disoriented perspective, unusual or nonstandard syntax, etc. to more aptly convey a certain image, mood, or setting. Clarity and flow are, as I've already said, largely neutral indicators of quality. What matters is execution.
