Tekkadan's "rebellion" already lit a fire under martians' asses, and Rustal may have crushed them with a show of force, Gjallarhorn was already losing its power and reputation because of Tekkadan's activities and McGillis's rebellion. Plus Makanai was also pushing for the earth economic blocs to free the martians they were controlling. At the end Rustal no longer has forces on mars and he's not going to because Gjallarhorn already lost its absolutel authority a long time ago.
