Lelouch is the main character, so he gets special treatment. Gekkoei Sui was literally to warrant making him playable since original Gekkoei was shit and did fuck all in the movie. I wouldn't be surprised if they bring it back once we get Roze just to have him around. It'll be Geass' equivalent to the Nu Gundam.
