Reccoa is a rape victim who's trauma laid with being used by men. Her talking to Emma about being "humiliated" by men is supposed to highlight why she is a broken person. Emma is also the far more empathetic person in the show as she was morning Katz and obviously her psuedo love interest Henkin. This furthers Tomino's statement in the proposal about "We won’t be debating the validity of this aspiration." Also Emma in her dying moments is shown somewhat comforting Kamille. A role she seemingly grew into in the course of their relationship in the show. I really don't know how you can see their fight as Emma being shown in the wrong. Rather Emma just not understanding the context of who Reccoa was. Scirocco being a womanizing manipulator and the big bad kinda implies that Zeta is just tackling the abuse women would face in the military/workforce.
