If you read the interviews posted on Zeonic you'll know those changes were made early in production, and many of them were specifically for the purpose of getting it to fit into 24 episodes. Hell that's the entire reason they decided Suletta and Miorine would go to the same school. S2 did have a bunch of problems but that was mostly due to the animation production turning into a colossal mess
