I think more often than not with the frequent Gundam thefts they have guys on the inside so they could explain a code away quite easily through them. But so many of them are either being stashed or transported with ZERO intention of anyone actually getting into the cockpit anytime soon so they should be totally locked down with clamps (especially the enemy suits as someone else brought up)
