We should have a generalized mileage tax. Gas taxes don't fund the roadways, and EVs certainly aren't helping.
Put a GPS in every car that spits out a report of what roads you drove and how many miles, and maintenance funds are apportioned accordingly.
And then if govts want to discourage certain trips from there, they can add on additional tolls, but traditional tolled routes will become toll-free by default since highway maintenance will no longer need to be funded by dedicated tolls.
