I believe the reason EVs aren't successful in Japan because of the culture.
Japanese buy cars half as often as Americans. Japan only has 0.6 registered cars per person compared to 0.9 in America.
Nearly half of all Japanese live in apartments and wouldn't have a place to charge.
Most gas stations in Japan are still full service. People who have never had to fill up their own car before might find it embarrassing to have to charge their cars themselves and clean their own windows. This point however is purely speculation. But I know in America there were and still are a lot of people who were reluctant to learn how to pump their own gas.
