canada is even more barren than america so not really. maybe the US is so utterly shit and dangerous that you can't ride a scooter in a city, if that's so then too bad but I think you could do it except maybe in somewhere like LA, chicago, austin or new york as you'd get flattened by a tesla or f150 driven by an individual of color. not like you are much safer in a cbr1000 anyway, so this is more of a "don't ride a motorcycle".
