Geopolitical reasons and maybe because it mostly doesn't solve any military problems and just add tons of problems.
Nuking a city filled with civilians is not a banal act of war, on the contrary, it would absolutely destroy the reputation of the user worldwide. They pulled it off during WW2 because the war was exhausting, long, deeply different ideological systems were fighting each other for more or less world domination, and the allied propaganda worked hard to sell the idea of the necessity of nuking Japan on the masses.
