I think the idea is that the houses and cars in the explosions are models on a production set. Kinda like Star Wars with lots of practical effects. But when you see the tests of a mushroom cloud and soldiers observing, I think they are seeing an explosion. The thing is though about the theory is what did they drop on Japan? A fire bombing from what I understand would be a major operation and take many bombs. The A bomb was supposedly one bomb.
