At the time of the actual founding in the late 1700's, the civilian population were known as "unchurched" people and the Founding Fathers were very critical of religion. John Adams was a Unitarian, which was the closest thing you could get to being an atheist at the time. The United Constitution even says "The church shall pass no laws."
