Tandem warheads are used to get around explosive reactive bricks. FPV drones are precise enough to hit them where the bricks aren't covering or where it will penetrate anyway, namely the roof.
So you might as well use your limited mass on just a bigger explosion rather than the ERA-stripping first small explosion.
