Moral fearmongering. The real std to worry about is herpes since it is incurable and can be transmitted and contracted even if a condom is used. Std tests dont test for herpes. Everyone can have herpes simplex 1 which is what causes cold sores but herpes simplex 2 is the std that is for life. Aids is incurable too but less of a threat nowadays. Prostitutes would be made to use condoms if it were legalized but you'd still have women selling uncovered box on the side if that is how they do things.
It wont happen because both liberals and conservatives are moralistic puritans who think they're offering a greater good to society if we keep it illegal but allow for our kids to have unfettered access to online porn and all the garbage you see on social media nowadays.
