I remember stuff like that becoming really common during the Obama administration. Obama fired up blacks and incited that shit by involving himself in Ferguson and with Trayvon with his "looks like my son" crap. Fortunately that seems to have subsided after he left office. It never fully went away though. Always watch yourself out there and be sure to carry a CCW if you can.
