Universal healthcare doesn't ignore scarcity at all, it just lowers the bar. USA already pays the most for their healthcare per GDP in the world so if anything it'd probably be cheaper. But hey, it's possible you'd see some wait times and obviously maybe the job market could get hit when healthcare privileges is less of a thing people need to hold on to.
