The principle of communism isn't government bureaucracy. It's public ownership of the means of production and dictatorship of the proletariat. Meaning that whatever government there ostensibly works in service of the working class.
A capitalist society is one owned by the wealthy classes. A state that works in service of the upper class which claims primary ownership of the means of production is, in fact, capitalist.
It's not difficult, and no one says "communist" governments have done it correctly. It's just a question of whose interests the power of the state are directed in favor of.
And the public control part is key. Any state claiming to be communist but not working in service of the working class is communist in name only. That's not No Scotsman - that's literally like saying you can be a Christian without believing in Jesus Christ.
