Gangs are kind of like a business. You don't really run them for "protection," so much as to establish a network of support. That can eventually provide some degree of security, but it really doesn't work under the principal of dead weight. Like governments are societal wide, offering total protection under the law for the strong and the weak. The gang is there for the strong, and a few select dependents
