No. The drugs didn't sneak up and jump him from behind. He fucked himself with a drug addiction. Trump's policies just stopped letting him slide.
The only real fuckery was the part where you can be shot and wounded while in service but it's not "active combat" because of politics. If it was sufficient for a Purple Heart, it should be sufficient for the quick path requirement.
