Not quite. For women rape is all about power. That's why they project this onto rapists and think that the rapist cares about power when really he's just trying to get off.
This woman would not be ok with it if it was a white man who raped her. The reason it's ok for the migrant is because:
1. It is an assertion of dominance against white men (brown men are allowed to act on impulse, while you must self police).
