How can you even say something like "not allowed to make art"? Are you even aware in what kind of golden age we live nowadays?
It's not the 15th century anymore, where you have to grind pigments by hand (good luck getting good purples and blues), make your brushes by hand - painstakingly scour what little artistic education you can get.
