Exactly. They need to start cracking down on employers who hire them and landlords who house them. The blind eye and complacency is the heart of the issue. The devil is in the details: if they can't get a job, and can't find a place to stay they'll leave and stop coming. Doubly so if you make it so they can't go to school, or get transportation, or receive medical treatment without worrying about getting deported. Little things that are ready to gatekeep that make it impossible to survive here.
The only reason this has been allowed to go on is because someone(s) is/are getting bribed to "look the other way."
