This argument is the same as saying that building a wall will do nothing for immigration. It is one of many attack vectors. Coupled with actually going hard on regular smuggling and human trafficking, it would make them become basically regular corporations. Even better than current corporations since they would not be (as) dependent on the formal financial infrastructure. They would literally be unpozzed (or less pozzed depending on their fronts and operations) corporations.
