In the full video linked above @2:31 the safety pin isn't the string dangling off the handle. The safety pin is below the V-shaped handle and attached to the circular top of the device. He pulls the pin @3:38 and you can hear the fuse light since it sounds like a match is being struck, and a second after you can see the fuse burning.
The string attached to the handle might be for hurling it? Not too sure
