There is a very close relationship between economics and what a county intends to do (let's call it politics). Russia's economic form allowed it to maintain its current foreign policy, have rising inflation adjusted salaries and easily withstand being the most sanctioned country in the world. Meanwhile Germany is in a multi year recession without any sanctions.
