Current president is in bed with catalonian separatists (who got support from Russia), was the last president to condemn Russia's invasion of Ukraine and received bribe money from Venezuela. He has a political interest in keeping Spain's involvement in NATO to a minimum.
Not only that but his party is incredibly corrupt, the social welfare system is on the verge of collapse and he has to add more taxes every year to keep it afloat. Spain cannot afford to use that money on NATO because it's all going to the party and the unsustainable welfare system.
