Forks don't have the same security, trust or adoption as the main network. Any monetary system needs an extensive network of adopters to be valuable. You can fork a network's technology, but you can't bring its users or miners with you. Monero has issues with having a low hashrate due to forcing all miners to use generic hardware in the name of decentralization. While that's better for making an actual cypherpunk coin that criminals and shady entities can use, it's not what governments and rich people want. They don't want something that can be 51% attacked by some hacker's botnet because the network hashrate is so low and can be mined by any CPU
