They are not the same thing.
One is a huge facility to achieve a controlled nuclear fission. The other is a relatively small device that can trigger a chain reaction nuclear fission, using about the same amount of fuel a power plant would use in a day but producing hundreds times more energy because it the elemental fuel was theoretically been enriched to absurd levels although no one is able (or allowed) to create or examine such element except top secret scientists with their top secret formula. Cool huh?
