There were a 100 thousand chinese going to north korea yearly before they closed for covid, Russia delegation was present at opening and they will try to get more russians in but I don't expect much. They are probably aiming for a lot of the domestic audience too, theres a big informal economy and a lot of foreign currency in the country and they will probably try to earn some of that through the resort. But otherwise I think it's doable for Kim to fill it up with 20000 spots even just as a kind of welfare, they already got an elite of millions in Pyongyang and around the country, keeping Kim's pet project running isn't going to be what breaks the economy.
