I wasn't implying the Emperor wasn't worshipped as a diety whatsoever. Them occupying the position of Pontifex Maximus pretty much eliminates any concept of secularism either.
I was simply implying that while divine, their power was heavily influenced by Republicanism, vox populi. There's a reason beyond tradition the senate wasn't dissolved. Absolute monarchies divorced of the people and reality are Oriental.
