I went to Cuba in 2018ish. And its obviously far easier to go there than NK but I had a similar experience.
The first thing I thought when I walked around was that "these people don't look like Ricky Ricardo these people are black." Most of them looked more like Dominicans or Haitians. Anyways the place was a dump for the most part. It was fascinating because of all the old buildings and architecture but everything was just rub down except for like five park areas. Rubble and shit all over the road. Everyone just looked sort of beat down or dejected. The only place I saw crowds of people was 1. At the grocery stores where there were giant lines 2. At the hospital where there were big lines 3. At the Spanish embassy where there were giant lines of people trying to get Spanish passports.
Anyways, I was on a tour at one point and the guide would be like "this is our water park" and there was literally no one there and all the rides were dry. "This is out version of McDonalds" and there was literally no one there and it looked closed.
The main parks/government building were pretty amazing though and well kept. There were some nicer areas but even they looked like they were from the 1990s. All in all just a very strange place.
