yeah that is weird
maybe the people there have no control over the lights. dear leader will decide when your lights are on or off? cant even allow people even that small level of personal freedom? or maybe it is empty? why build an empty city at mass expense? even those ghost cities in china eventually fill up with people and many of the ghost cities we remember from years old yoiutube videos are now filled albeit later than expected. maybe they just havent moved people in yet?
