This in a nutshell is why you must never give up your right to bear arms. A totalitarian police state such as this is impossible if people have handguns. Imagine trying to conscript in the USA, officers are already scared shitless giving traffic tickets.
The USA cannot wage war without public support, that is why we have the big propaganda networks. So braindead cattle will willingly join up. It also selects braver troops, more loyal troops, and weeds out some of the stupid lower class all at the same time.
