If they used clear language and made it easy for the public to understand what they were doing it wouldn't change anything. Most people aren't that intelligent or informed; they'd rather go with the crowd to fit in, and the crowd is apathetic with a short attention span.
The framers intent was clear, the job of passing legislation and spending taxpayer money was supposed to be difficult. It was supposed to be done by serious men of conscience and good temperament.
What is has become is the rape of the American citizen and the pillaging of the people's treasury. But at least we're entertained, right?
