You are thinking of the preliminary F-35 plans stolen by China in 2009 underneath the Obama administration. This resulted in the J-35, which, based on F-35 plans that were not even operable for another 6 years after the theft of the plans, is why they tacked another engine on what ultimately resulted in an aircraft that is worse than the dated F-16.
