It won't work, and even in a fantasy where it does work, such a weapon would not be a bioweapon.
Because such a weapon can only end the entire world, the vector itself in this case precludes it from being useful as a precision weapon.
All that work to end up with a weapon that will only serve the same function as existing nukes, MAD doctrine of if you deploy it I deploy it etc.
And another reason why it won't work is because the leaders in bioweapon development today are US, Israel, China, Russia. So unless you deploy it in the small window right before your adversary has it might you kill a few before they nuke you and the world.

By the way, we already have an existing naturally occurring bioweapon. It's called prions. They can only be destroyed in controlled lab environments, have no cure. The only downside is that they're slow to kill but it's an inescapable doom. But even if we genetically them to kill faster, that's only going to render it less effective in terms of spread.
