That doesn't matter, these hospitals always very quickly become a place where low income parents throw any child that is even the least bit difficult. You are complaining about actual criminals not being in prison, which i would argue is a seperate issue and i agree people like that should just be thrown into normal prison. That is not an exuse to round up anyone on the street and throw them in one, these people have rights. It isnt illegal to not work.
