I don't see the issue here. He clearly was outside while English. That's been outlawed under the Non-sanctioned Opinions Nonproliferation Court Edict, or NONCE Act, since 2017. To go outside while English, all you have to do is first get a loicence to go outside, then call your agent and tell them exactly where you are going to go, and if Bumpupu grants your request, you may go there after sharing location data with your agent. It's just basic responsibility. Part and parcel.
