yes and no, depends on what and what context your talking about. Take for instance the sub machine gun, Russia had PPSH which Germany thought it was better than the German MP40 but Germans had better sniper rifle with US Springfield considered a close second both the British and the French loved the Thompson submachine gun. And both the Russians and Germans loved the M1. Russian Tanks were far Superior to some German tanks that the Germans had to roll out an new tank destroyer to punch through Russian armor before they figured out "slopped armor" was better.
There are those would say US bombers were way better but others would argue the US just had better production. I don't even think Germany had aircraft carriers but both Japan and US had them and they have proven more valuable than battle ships, but Germany had one of the best Battleships ever built aka the Bismark and yet it got sunk by mediocre British ships? So again context also matters..
Ultimately it comes down to training, tech, resources and heart.

I would argue strategy comes from all 4 those mentioned elements. Take any one of those out of the equation and it all goes to shit. All 4 work in cohesively. Even if you lack in one element, if you create the right strategy based on what you do have, you can win.
Germany lacked the resources to continue let alone fight a 2 front war.
