I am not saying he is necessarily getting money from anyone but there are other 'rewards' that can be offered. Notably immunity from prosecution. Also as a sidenote, I would not be too surprised if they also had any videos or photographs of his homosexual escapades which would severely damage his reputation, to use as blackmail to keep him as controlled opposition.
