There are many potentially logical reasons.
Let's say the list includes half republicans half democrats
Let's say it includes royals from another nation we're allied to (UK etc)
Let's say it includes people who are high up in Trump's administration currently
Let's say it includes a bunch of Jews, who the entire American congress suck the nuts of, what if it's even a bunch of AIPAC people, or even Netanyahu, etc
Let's say some person/people are included in the list and we're using that fact to blackmail them in some manner, which becomes ineffective if the information is leaked.
All of those are completely rational reasons why you'd never see the list until all those people are dead and gone.

If you want to understand why it's not being released at all, that's really simple.
The political cost of releasing it is greater than the political gain of releasing it.

What's 100% likely not the case:
1. Trump is the only person of power that the list incriminates, yet it wasn't released for some reason when democrats were in charge.
2. The list only incriminates republicans and not democrats, yet it wasn't released when democrats were in charge.
Those two scenarios are completely impossible.
