As well... if the cartels (any of them) gave a shit about El Salvador and wanted the territory they could take it in two seconds. And they would defeat MS-13 in a day. The thing is nobody cares about El Salvador it's just an out of the way sliver of land that's not needed and doesn't even have a single good port or anything worthwhile to a cartel.
