This is just a democrat shill playing with semantics to troll. The city is blue as fuck, and they know it. But they want to complain about red somehow, so that means blaming the state for the city's incompetence and blue voting habits.
It's patently evil, because Dems don't want to take responsibility for their policy. They KNOW it erodes security, but they want that. They want people to get hurt, to get robbed, because that drives more power into their hands when those NPCs clamor for authoritarian measures to fix the problems THEY caused.
